Ask three people where French Valley is and you may get three answers, because it has no city hall and no city limits. It is the stretch of unincorporated Riverside County along Winchester Road between Murrieta, Temecula and Winchester, and it holds some of the newest neighborhoods in the Temecula Valley. Aimee Ghafouri of 951 Properties grew up next door in Murrieta and works from Temecula. Call or text her at (951) 331-8453 about French Valley real estate.
What “French Valley” Actually Means
French Valley is a community name, not a municipality. Homes here carry a Murrieta or Winchester mailing address, which leads many buyers to assume they are in the City of Murrieta. They are not. The area is governed by the Riverside County Board of Supervisors, building permits come from the county, and law enforcement is provided by the county sheriff. Winchester Road (State Route 79) is the spine, running from the Temecula shopping district north toward Winchester and Hemet. French Valley Airport, a county-run general aviation field, sits at the southern end, and the county’s Southwest Justice Center is nearby on Auld Road. Clinton Keith Road now links the community west to Interstate 215.
French Valley Homes for Sale: The Master-Planned Communities
Almost everything here was built from the early 2000s onward, in named communities with their own parks and, in several cases, pools and clubhouses.
- Spencer’s Crossing. A large community off Leon Road and Clinton Keith Road with multiple builders, recreation centers and sports parks.
- Rancho Bella Vista. East of Winchester Road toward Lake Skinner, with a community clubhouse and a mix of one and two-story plans.
- Morningstar Ranch. Further north along Washington Street, with larger floor plans.
- Newer phases. Additional tracts continue to open on the remaining open land, generally with solar included and smaller lots than the first wave.
Around the edges, particularly toward Lake Skinner and north toward Winchester, there are still older rural parcels with ranch houses, outbuildings and room for horses. They are a different purchase altogether, often on septic and sometimes on a well.
Why Tax Bills Vary So Much Here
New infrastructure in French Valley was largely paid for through community facilities districts, so Mello-Roos is the norm in the planned tracts. The amounts differ by community and phase, and some homes have more than one special tax line plus an HOA. Two houses with the same price can therefore have noticeably different monthly costs.
- Request the current property tax bill for the exact address.
- Ask what each line pays for and when it is scheduled to end.
- Read the HOA documents for dues, rules on parking and rentals, and any planned increases.
- Have your lender qualify you on the complete figure.
Schools, Roads and the Airport
- School districts. Much of French Valley is in the Temecula Valley Unified School District, even with a Murrieta or Winchester address, and other parts fall in neighboring districts. Boundaries do not follow mailing addresses, so confirm with the district for each home.
- Winchester Road traffic. The corridor is busy at peak hours. Drive your own commute from the house, in the morning, before you commit.
- Airport influence area. Homes near French Valley Airport come with an airport disclosure. Small aircraft and flight training are part of the background on the southern side.
- Future building. Open fields nearby may already be approved for homes, shops or roads. The Riverside County planning department can tell you what is entitled.
- Incorporation and annexation. Because the area is unincorporated, its long-term governance is periodically discussed. Nothing about that should be assumed either way.
Selling a Home in French Valley
Resale homes here compete with new construction that is often within sight. Builders can offer rate buydowns and design-center credits, so a resale has to make its own case: a finished back garden, owned solar, upgraded flooring, a lower tax rate in an older phase, or simply availability now instead of in six months. It helps to state the special tax and HOA figures clearly in the listing, since informed buyers will calculate them anyway. Floor plan names matter in these communities too. Buyers search by them, and comparable sales are easiest to defend when the model matches.

Frequently Asked Questions
Is French Valley part of Murrieta?
No. French Valley is an unincorporated community under Riverside County jurisdiction, even though many homes have a Murrieta mailing address. City services, permits and local rules come from the county, not the City of Murrieta.
Do French Valley homes have Mello-Roos?
Most homes in the master-planned communities do, and the amount varies by community and phase. Ask for the current tax bill on the specific property and include it in your budget.
Which school district serves French Valley?
Much of the area is in the Temecula Valley Unified School District, with some parts in neighboring districts. Confirm the district and assigned schools for an address directly with the district before you buy.
Is there noise from French Valley Airport?
The airport handles small general aviation aircraft, and homes within its influence area receive an airport disclosure. How noticeable it is depends on the location, so visit the property at different times of day.
