4S Ranch is a master-planned community in the hills west of Interstate 15, built on a former cattle ranch beginning around 2000. Nearly everything in it is recent, planned and governed by documents: homeowners associations, special tax districts and a county specific plan. That makes 4S Ranch real estate easier to compare house to house than most places, and it makes reading the paperwork the most important step. Aimee Ghafouri of 951 Properties, a Temecula-based real estate agent licensed statewide, represents buyers, sellers and investors. Call or text (951) 331-8453.
Not Quite San Diego: Jurisdiction
Homes here have a San Diego mailing address, but 4S Ranch is unincorporated. The County of San Diego, not the city, handles planning, permits and roads, and the Sheriff provides law enforcement. Fire protection comes from the Rancho Santa Fe Fire Protection District, and water and sewer service from the Olivenhain Municipal Water District, which also supplies recycled water for common-area landscaping. The neighboring planned communities of Del Sur and Santaluz, by contrast, are inside the City of San Diego. When you compare listings across those lines, the tax bills, utility providers and permitting offices differ.
Location and Roads
4S Ranch lies immediately west of Rancho Bernardo, about twenty-five miles north of downtown San Diego. Camino del Norte and Rancho Bernardo Road connect it east to Interstate 15, and Camino del Sur and Dove Canyon Road run through the community. Heading west, Camino del Norte continues toward Rancho Santa Fe and the coast. The freeway ramps and the surface streets leading to them are busy at commute and school hours, so test your route. Shops, restaurants, a county library branch and offices are grouped around the town center near 4S Ranch Parkway.
4S Ranch Homes for Sale: What Was Built
- Detached tract homes. The bulk of the community. Two-story stucco houses by regional and national builders, grouped in named neighborhoods, on lots that range from compact to moderately large.
- Townhomes and condos. Attached homes near the town center and along the main roads, each complex with its own sub-association.
- Larger homes on the edges. Later phases on the western and southern ridges include bigger floor plans, some backing onto open space.
- Apartments. Several rental complexes, which matter to investors as competing supply.
There are no pre-war bungalows, acreage ranches or 55+ communities to speak of. If you want an older house or a large lot, the surrounding areas offer more.
The Paperwork: HOA, Mello-Roos and CC&Rs
Before making an offer on houses for sale in 4S Ranch, ask for three sets of documents.
- The property tax bill. Most 4S Ranch homes are in one or more community facilities districts (Mello-Roos), commonly including one for the school district. The special taxes are itemized on the bill, they vary by neighborhood and house size, and each has an end date. A lender will count them in your payment.
- The HOA documents. There is a master association, and attached homes usually have a second one. Review the budget, reserve study, rules and any pending assessments.
- The CC&Rs and design guidelines. These control exterior paint, landscaping, solar placement, parking, and additions. If you plan a pool, a patio cover or an accessory dwelling, check the rules and the lot’s slope and easements first.
Physical Checks on Newer Homes
A house built in the 2000s is not maintenance-free. Roof underlayment, original water heaters, air conditioning units and stucco or window sealing may be reaching the age where they need attention. Many homes have solar systems, so confirm whether the system is owned or leased and what transfers. Homes on the open-space edge are likely in a mapped fire hazard zone. The 2007 Witch Creek Fire burned through this part of the county, so start the insurance conversation early.
Schools
4S Ranch is within the Poway Unified School District, and several of the district’s campuses, including Del Norte High School, are located in the community. Attendance boundaries are set by the district and can change. Confirm the assigned schools for an address directly with Poway Unified.
Selling a Home in 4S Ranch
When dozens of nearby houses share your floor plan, buyers compare closely. The differences they pay attention to are lot position (view, cul-de-sac, backing to open space or a road), the size of the special tax and when it ends, yard improvements, and condition. Have the tax bill, HOA resale package, solar documents and permits for any additions ready. Aimee brings more than 15 years of sales and marketing experience to preparation, staging advice, photography and pricing strategy, and she communicates steadily from listing to closing.
A 4S Ranch Real Estate Agent Who Knows Planned Communities
Aimee grew up in Murrieta and is based in Temecula, a region made up largely of master-planned neighborhoods with HOAs and Mello-Roos districts of its own. Those documents read much the same on either side of the county line. She holds a bachelor’s degree in business, and her work rests on communication, dedication and serving others. The Interstate 15 corridor links 4S Ranch with the Temecula Valley, and moves along it in both directions are common.
Nearby Communities
- Rancho Bernardo, the older San Diego community next door, with golf and 55+ areas.
- Poway, across Interstate 15, with larger lots.
- Rancho Penasquitos, to the south.
- Carmel Valley, a planned community nearer the coast.
- Rancho Santa Fe, estate properties to the west.
Frequently Asked Questions
Is 4S Ranch part of the City of San Diego?
No. 4S Ranch uses a San Diego mailing address but is an unincorporated community governed by the County of San Diego. Adjacent Del Sur and Santaluz are within the city, so services and tax bills differ across that boundary.
Do 4S Ranch homes have Mello-Roos?
Most do. Community facilities district taxes appear on the property tax bill, and the amount and end date vary by neighborhood and home. Ask for the current tax bill for the specific property and have your lender include it in your payment estimate.
Which school district serves 4S Ranch?
4S Ranch is in the Poway Unified School District, and several district schools are located within the community. Boundaries can change, so confirm the assigned schools for a specific address with the district.
How old are the homes in 4S Ranch?
Construction began around 2000 and continued in phases for roughly two decades, so most homes date from the 2000s and 2010s. Even so, inspect roofs, air conditioning, water heaters and solar systems, since original components age.
